Camp Haven Sanctuary is actively developing a Homeless Management Information System (HMIS) and coordinated assessment platform designed to transform how homelessness services are delivered in Bastrop County and beyond.
While traditional HMIS systems focus primarily on data collection and reporting, this program is being built to go further by improving access, coordination, and real-world outcomes for individuals experiencing homelessness.
Current Progress and Development
Camp Haven Sanctuary has secured the necessary servers and hardware infrastructure and is currently in the process of programming and configuring these systems to support a county-wide HMIS platform.
In addition to the core HMIS system, we are developing the supporting tools and interfaces needed to make the system functional, accessible, and usable across multiple service providers. This includes building a coordinated assessment system that integrates directly into the platform.
We are actively seeking individuals with relevant skills, experience, and technical expertise to help further develop and expand this system. This includes professionals and volunteers with backgrounds in software development, data systems, cybersecurity, user experience design, and program implementation. Community involvement is a key part of building a system that is both effective and sustainable.
System Vision and Innovation
The long-term goal of this program is to expand beyond Bastrop County and make the system accessible across multiple counties, with the eventual aim of supporting statewide implementation. This would create a more unified and efficient system for coordinating homelessness services.
This program is designed to modernize and improve coordinated assessment by reducing unnecessary barriers. Currently, many systems require individuals to complete assessments in person, even when technology could allow for remote access. This creates challenges for individuals who may not have reliable transportation or the ability to attend in-person appointments.
The system being developed by Camp Haven Sanctuary will allow individuals to create a secure, encrypted account and complete a coordinated assessment remotely when appropriate. This reduces delays and expands access to services.
In addition to submitting assessment data to service providers, the system will also generate a list of relevant programs and organizations based on the individual’s needs. This allows individuals to actively pursue services rather than relying solely on follow-up contact from agencies.
This approach is intended to address a common gap in the current system, where individuals complete an assessment but may not be contacted due to high caseworker caseloads or outdated contact information. By providing individuals with direct access to available resources, the system empowers them to take an active role in managing their own path toward stability.
Cross-County Coordination
Another key innovation of this system is the ability for information to be shared across county lines. Currently, coordinated assessments are often limited to the county in which they are completed, even when nearby counties may have available resources or housing opportunities.
The system being developed will allow individuals to identify and access services beyond their immediate county, increasing the likelihood of faster placement and better outcomes.
